Author of Offshoring Book Lists His International Rankings

Tom Patterson, author of "Mapping Security: The Corporate Security Sourcebook for Today's Global Economy" provides and invaluable service to potential outsourcing companies by balancing the security and economic benefits of outsourcing in 30 countries to formulate an overall international ranking. Amongst European nations, the highest ranking was the Netherlands while Russia was amongst the lowest.  Explaining his most surprising results, Mr. Patterson pointed to the heavy emphasis his formula placed upon security for the offshoring firm.  ITBusinessEdge Reports:

First, we looked at technilogy throughput -- how many packets get through to each location.  Second, we looked at political and physical risk, which covers all the physical, non-IT risks such as whether someone is going to storm your office or if your office is susceptible to floods.  Third, we looked at how many IT threats emanated from and were directed to each particular country over the past 12 months.  Finally, we looked at cultural differences, or what we call the "cross-border index." which is another number we use to try to quantify the very squishy concept of cultural differences, which is equally important and in some countries more important, than the other three metrics in terms of outsourcing success or failure.
